    Just a reminder that TEC and CCSP fees lists need to be uploaded on PIP by 16th August and ECCE fees lists by 23rd August.

    We would draw your attention to the fact that quite a number of fees lists which have been submitted on PIP contain errors. Please keep an eye on PIP notices as the DCYA are putting up clarifications in relation to a number of issues particularly the optional extras document.  Therefore we would ask that you check your fees list so it complies with any clarifications as this will ensure that you will not have compliance issues when Pobal commence their visits later in the programme year.

    Below is the key information you will need in relation to deadline dates for registrations and payments for the coming weeks.

    Before registrations can commence:

    • Services must be in contract;
    • Service calendars and fees lists should be submitted.

    In addition, in order for Pobal to process payments, services need to have a valid TCAN.

    Payments will be made to the existing bank account associated with the service/programme on PIP; for any changes please notify the Early Years & Young Peoples Directorate via pipdocuments@pobal.ie

    However, if services wish to be included in the first preliminary payments, contracting must be completed earlier, as per the table below:

    The pre-registrations forms are now available on PIP.

    Learner Fund Graduate Bursary

    The Department of Children & Youth Affairs (DCYA) will re-open the Learner Fund Bursary to Early Learning and Care practitioners who are new graduates of a recognised Early Childhood Education and Care degree programme. The award must be placed at Level 7/8/9 on the National Framework of Qualifications (NFQ) and achieved in the academic years 2013 – 2019.  Applications are open from 19th August and close on 27th September 2019.     Learner Fund Childminders Bursary

    The Department of Children & Youth Affairs (DCYA) will open the Learner Fund Bursary for Childminders who are registered with Tusla and hold a Level 5 or Level 6 award on the National Framework of Qualifications (NFQ). The award must be placed at Level 5 or Level 6 on the National Framework of Qualifications (NFQ) and achieved in the academic years 2013 – 2019.  Applications are open from 19th August and close on 27th September 2019.     First Aid (FAR) reimbursement

    We would like to remind you, if you have not availed of it already, of the Minister’s agreement to financially support Registered Providers compliance with Regulation 25, First Aid: First Aid Responder ( FAR).  This funding, available through a FAR Reimbursement Application Process, administered by ourselves enables you to access a full or refresher FAR training at a reimbursement cost of 1 x course, up to the value of €225.

    As per previous communications on FAR, this funding covers one place per registered service, in order to claim the costs of funding, you must ensure the following;

    • The FAR trainer can issue you with a Pre-Hospital Emergency Care Council Certificate
    • You complete the FAR Reimbursement Application Form (available here) and return it to us accompanied by a copy of your certificate, along with a copy of your payment invoice/receipt.

    Please note:

    The timeline for all registered services to comply with Regulation 25, is beginning of June 2020, therefore we urge you to ensure you engage in this training and avail of this financial support as soon as possible.

    We will process payments on a quarterly basis.  The closing date for the next quarter is Friday 13th September.

    CCSP Booking Deposits

    The Department of Children and Youth Affairs would like to clarify that the rule regarding CCSP booking deposits remains unchanged for the 2019/20 programme year.

    There has been some uncertainty due to a change of wording in the 2019/20 rules, however, Service Providers are still only required to refund the portion of the booking deposit equivalent to two weeks DCYA subvention. It is at the discretion of the Service Provider how and when the remainder of the deposit is refunded.

    Fee Lists and Service Calendars

    Please see above dates by which fees lists and calendars have to be uploaded on PIP.

    Guidance on how to upload Fees Lists and Service Calendars can be found in the ‘How to Guidance’ section on the PIP Portal.

    We ask that you to take note of any issues in relation to your fee lists which may have been highlighted in any compliance visit you have had and ensure they are addressed for 2019/2020.

    Optional extras

    Please see the optional extras Guide for ECCE 2019/2020.   The Department have emphasised to CCC’s that with the exception of sessional only services, no extra time-slots are allowed as optional extras on ECCE and to make sure that this is not approved on any fees lists.

    Universal Design Guidelines

    The Minister for Children and Youth Affairs, Dr Katherine Zappone, launched the Universal Design Guidelines for Early Learning and Care Settings on Monday 10th June.  These guidelines offer guidance on building, renovation and refurbishment of centres for Early Learning and Care in Ireland.  It is quite a large document and has been split into different sections to make it easier to access the information you require.  There is a self-audit tool that will help existing services through the assessment of their current premises which is very useful.  These guidelines will be useful for anyone who is thinking of developing/building a new centre or making changes to an existing service.  All the information can be found at:-


    TUSLA – Early Years and School-age Childcare Registration

    The portal is now live for registrations.  All services are in the process of being issued with a memo containing instructions of how to proceed.

    We would urge all services to read the documents which have been made available by Tusla to assist with registration.

    Each service will be able to log onto the portal and create an account so they can complete their registration.

    National Childcare Scheme





    As you know, the NCS contracts are on PIP and you can activate yours now. There have been some other developments:

    The parent support centre is now open and can be contacted on 01 906 8530. We would recommend you give the number to any parent who has queries about the new scheme. It is open Monday – Friday 9.00 – 5.00

    If you want to host an information session for parents, you can get leaflets on the scheme, on getting a mygov ID account etc. as well as other promotional materials. Email your request to ncs@dcya.gov.ie

    Phase 2 Training Sessions – Using the system – Now Open for bookings

    These sessions will provide practical training on the use of the National Childcare Scheme’s IT system, covering both the service provider portal and the parent application process.

    They will start on 19th of August 2019 and will run until the 25th of October 2019.

    Child protection and welfare training for the early years sector in Wicklow is delivered by Wicklow County Childcare Committee. The role that early years practitioners have in the lives of children and their families means that they are uniquely placed to recognise when there are concerns about the safety, welfare or well-being of a child. Early years practitioners and services also have a responsibility for safeguarding the children in their care through their policies, procedures and practice.

    This is a new training programme and has been updated to reflect the changes in the revised Children First: National Guidance and the Children First Act 2015. This Foundation Training is a standardised programme for all staff involved in direct work with children and families. All Designated Liaison Persons (DLP) and Deputy Designated Liaison Persons (DDLP) will be prioritised for this training.   There will be no refresher training available in 2019.

    Please note: The E-Learning programme “Introduction to Children First” must be completed prior to attending this training. You will be required to forward a copy of your E-Learning completion certificate to complete your booking for this training. E-Learning available via link below.

    Children First E-Learning Programme

    This is a Child & Family Agency accredited module that has been developed for the early years’ sector.  Certification is valid for three years. All of the courses organised for this year are now fully booked, if you or  anyone working in your service need this training please contact us as if we have sufficient numbers we will organise another course before year end.

    Equality, Diversity and Inclusion Training


    The next training will be held in the Glenview Hotel on the following dates:

    9th  November – 10 to 4pm

    14th November – 7 to 10pm

    21st November – 7 to 10pm

    28th November – 7 to 10pm

    All four dates must be attended in order to receive certification.
