    18 September 2017 – CCS snapshot period opens



    Fees lists and calendars

    If you have submitted your fees list and have not received an e mail to say it has been approved please check on PIP as your fee list may be still in draft form or queried and you will need to amend before we can look at them.   As long as you have submitted your fees list you can register children, even if we haven’t approved them.  Calendars – We will only be contacting you if there is a problem.

    Attendance records

    Pobal have uploaded attendance records guidelines on PIP. We have attached a copy for your convenience. Following these will help with your compliance visits.

    Higher Capitation

    The process for applying for the higher capitation is now open. The guidelines and forms are on the DCYA website at the bottom of the page.

    Minimum enrolment exemptions

    The guidelines regarding minimum enrolments are in the appendix of your ECCE contract, point 9.  If you need an exemption, please contact the Development Officer for your area who will send you a form. Don’t forget if you have more than one ECCE room, and one has less than 8 children, you need an exemption for the second room. Check the guidelines to see if this is relevant to you.

    Rule to be extended into CCSP of payment of 52 weeks for 50 weeks attendance
    With effect from 21st August, 2017, if under registration the start and end dates for a child’s placement in CCS and CCSP equals 50 weeks or more, the service will be paid for 52 weeks.

    Clarification with regard to booking deposits for CCS and CCSP
    A childcare provider may charge a refundable booking deposit to the parent to hold a place for a child. The maximum deposit a provider may charge is equivalent to two weeks’ payment. The deposit must be returned to the parent once the child’s registration is approved on PIP, however, the refund of fees will only apply to the element of the fee covered by the relevant subvention.

    For example:  Where a service’s weekly fee is €200 and the subvention due is €145 the service may charge a two week deposit of €400. Once the registration has been approved the service will refund the amount of €290. The treatment of the balance is a matter for providers.

    Please also note the following regarding leavers:

    • When a child leaves a CCS service, this leaver must be reported through PIP and PIP must be updated within four weeks to reflect the actual position.
    • When a child leaves a CCSP service, this leaver must be reported through PIP and PIP must be updated within two weeks to reflect the actual position.

    LINC applications

    It is our understanding that applications for the additional capitation available for those who have undertaken the LINC course will be available towards the end of September/early October, with the payments beginning at the end of October.
