    DEADLINES/IMPORTANT DATES:

    30 November, 2017 – Capital financial returns submission deadline

    All financial returns for the Early Years capital and School Age Childcare capital grants must be submitted by this date.

     

    30 November, 2017 – CCS/P and TEC Programme support payments (non-contact time payments)

    Submission of your claim for Programme support payments (non-contact time payments) for the above programmes must be made by close of business on this date. Programme support payments will be made in the week ending 15th December 2017.

    The Children First Act and Mandated Reporting

    As was mentioned in a previous bulletin, the Minister announced the full enactment of the child protection and welfare legislation from 11th December 2017. This means that mandated reporting comes into force from that date. Services will have until March 11th 2018 to have their child safeguarding statement in place. We will be prioritising training on these statements in the first months of 2018.

    In the meantime the Early Years Child Protection Programme have produced a leaflet ‘The five steps to prepare for the Children First Act, 2015’ . We would recommend that as a first step you encourage all staff, owners, Boards and Committees to complete the e-learning course. Details are on the leaflet. This does not replace the training that we have been running for the last 4 years. Our training will resume in March 2018, after we have offered services workshops on preparing a safeguarding statement, which will start early in the new year.

    Compliance Visits / Compliance Checklists

    Further to last week’s announcement, to help make sure you are ready for any unannounced visit, be prepared. Make sure your compliance file is ready and on site. Make sure that at least one person has access to the file at all times so that if a manager/owner is off-site when Pobal arrive, they can still do their checks.  There is a check list on PIP, which can be found here itemising everything that should be in the file/accessible to Pobal.
