    Finance Officer (Full-time, 35 hours per week)

    About Wicklow County Childcare Committee

    WCCC was set up in June 2001, its objective to co-ordinate an increase in the quantity of childcare places and the quality of childcare provision in County Wicklow. WCCC is the local agent of the Department of Children & Youth Affairs from whom it receives its direction and funding. Its remit covers children between the ages of 0 and 14 and its support extends to early years providers, parents, childminders and parent & toddler groups.     Purpose and Scope of the position

    The Finance Officer is responsible for organising, supervising and co-ordinating office operations and procedures and all financial duties to ensure organisational effectiveness, efficiency and funding compliance.

    The Finance Officer reports to the WCCC Co-ordinator and is responsible for providing financial/office support. This includes maintaining office services and all financial/compliance duties in an efficient and effective manner.

    Responsibilities include but are not limited to:

    Bookkeeping & Financial Management
    • Manage preparation and submission of financial returns to Pobal
    • Monitor all income and expenditure through financial reporting and submit reports to the WCCC board at board meetings
    • Prepare monthly bank reconciliations
    • Maintain and monitor office/administration and programme budgets
    • Manage process for incoming invoices/payments and ensure payment of same in a timely manner
    • Maintain and process company payroll on a fortnightly basis using thesaurus software including deductions and all other payroll functions.
    • Conduct and manage online banking
    • Conduct and manage online revenue payments (monthly P30’s) through (Ros.ie)
    • Manage the company’s banking requirements and maintain compliance with best practice in this regard
    • Ensure the integrity of the annual financial statements by ensuring that they provide a true and fair view of the WCCC’s affairs
    • Ensure compliance for financial audits and Pobal/DCYA verification visits
    • Ensure best practices in procurement
    • Financial procedures as stated in the FP Manual ie ensuring up to date tax clearance certs are filed
    • Petty cash
    • Fixed assets register
    • Attendance at all board meetings
    • Minute taking at all board meetings
    Human Resources
    • Management and payment of company pension and liaison with external pension provider
    • Management and payment of staff travel and subsistence
    • Attending conferences/training as required
    • Support programme manager/co-ordinator in the efficient daily management of the WCCC office.
    • Ensuring health and safety policies are observed
    • Maintain accurate Human Resource records (i.e. A/L, timesheets, sickness)
    Knowledge and Experience
    • Working knowledge of Thesaurus Payroll and proficiency in Excel
    • Hold an Accounting Technician Ireland (ATI) award or equivalent (desirable)
    • Have at least two years experience of working in a similar role in an office environment
    • Experience of office administration and financial management
    • Ability to maintain a high level of accuracy

    Remuneration

    This post will be remunerated at Grade 4 of the Local Government Salary scale with a starting salary of c. €28-30,000.
