• Invitation for Expressions of Interest for the Operation of Crèches at KWETB sites in Arklow, Wicklow and Bray

    Introduction

    Kildare and Wicklow Education and Training Board currently operate crèche facilities  in Arklow Further Education Centre, Wicklow Further Education Centre and Bray Adult Education Centre.   The crèche facilities have been under the direct management of KWETB (formerly Co. Wicklow VEC) for many years but it has been decided that with effect from June 2014 the crèche facilities will no longer operate and all existing staffs have been offered redeployment or redundancy.

    The crèches, which are fully furnished and fitted out, have operated for the benefit of students who attend courses in the three centres. It is intended that the crèches will continue to operate for the benefit of students and that successful applicants will work closely with KWETB to accommodate the children of students attending the centres.   Details of the crèche facilities are given hereunder.

    Scope of Requirements

    Kildare and Wicklow Education and Training Board wishes to appoint an operator or operators for the crèche facilities to provide a quality service on specified terms and in accordance with the relevant legislation and best practice childcare.  Providers can apply to operate one, two or all three crèche facilities. The nature of the contract to be awarded is a service concession.  The operation of the facilities will be under a three year licence agreement, with the option to renew for a further two years.

    The licence agreement will be subject to annual review and its continuation will be dependent upon the operator providing a satisfactory service and complying with annual external audit and legal inspection requirements. The existing crèche facilities form part of larger premises which are rented by KWETB.

    We are considering the following two options in respect of payment in return for the licence.

    1)      The operator will be required to pay rent at the rate currently due under the Leases held by KWETB and full details of same will be provide to operators selected for Stage Two of the tender process.  All other costs such as electricity, water charges, waste disposal heating etc will be paid by the operator either directly or by way of a pro rata contribution.

    Or

    2)      The operator will be required to submit a fixed price per annum with fixed payment dates at monthly or quarterly intervals.

    The selected operator or operators will be entitled to occupy the premises and will have use of all existing furniture and equipment.  The operator(s) will be expected to maintain and/or replace and provide all necessary furniture and equipment as required to deliver the service during the term agreed. It is anticipated that a Service Level Agreement (SLA) will be concluded with the successful tenderer, setting out the full scope of service requirements and relevant assessment mechanisms.

     Tender Procedure

    Interested parties are invited to complete the attached Qualification Questionnaire and to submit their responses, along with any required documents.   A maximum of three operators for each crèche facility will be invited to participate in the second stage of the process and tender documents will be issued to those operators.  Operators at the second stage of the process will be invited to attend a clarification meeting to present their proposal. Please note that, as a service concession, KWETB reserves the right to enter into discussions with one or more operators in order to negotiate the terms of the contract at any stage.

    This is a two stage process and interested parties are invited to express their interest by responding with the information requested in the Qualification Questionnaire.

    Any material responses will be published on the eTenders website and candidates who have expressed interest by registering their interest will be advised.

    iii) Candidates for qualification may include individuals, partnerships, limited companies, groupings or any combination of the foregoing with or without legal personality. However, a grouping or individual if successful will be required to establish legal personality in order to deliver the contract.

    iv) Candidates are expressly and strictly prohibited from discussing any aspect of their response to the Qualification Questionnaire with other Candidates or otherwise exchanging information or colluding in respect of the project. Any Candidate who fails to comply with this requirement may be disqualified.
