Community Childcare Services have received preliminary CCS payments up until the end of March 2015. Balancing payments will be made at the end of March following the announcement of CCS Band Eligibility Approvals.
We would like to apologise for the delay in services being able to receive confirmed CCS Approvals and thank you for your patience, while preparations have been made on the PIP System to facilitate this programme.
CCS registrations currently have a ‘Provisional’ status attached to them while the verification process has taken place.
On Wednesday 11th 2015 the Approved CCS Band will be displayed by replacing the ‘Provisional’ status to an Approved Status.
The facility to appeal CCS Band Eligibility Approvals will open to service providers on Wednesday 11th March and will be open until Monday 13th April 5pm.
An updated PIP CCS ‘How to’ Guide will be available to service providers to assist them to administer any appeals necessary.
What can be appealed?
From Wednesday 11th of March services can apply to register children for the CCS Programme under the following circumstances:
Late Entrant Appeal: A Late entrant appeal can only apply to a child who was in the service during the CCS snap-shot week but for whatever reason a PIP CCS Registration Form was not completed on time during the CCS registration window. Late Entrant Appeals will only be considered up to the close of the Appeals date (1 month after CCS Band Eligibility Approvals are notified). This registration will require attachment of proof of parent and child PPSN, eligibility documents and attendance record during CCS snap-shot week, to be considered.
TEC Exemption: TEC exemptions can only apply where the child was registered in the same service under a TEC Programme during the CCS snap-shot week but would otherwise have been eligible for CCS. The TEC Exemption is open to those children who leave the TEC programme prior to the transfer cut-off date (10th April 2015). This registration will require attachment of proof of parent and child PPSN and CCS eligibility documents, to be considered.
* Please note that PIP will administer TEC to CCS Transfers (TEC Exemptions) at the point in which the child is due to transfer on to CCS (but before the transfer cut off date) and so unlike previous years the child must not “come off TEC to be on CCS for Snap-Shot Week and then go back to TEC until the place is over”.
0-12mth Exemption: 0-12mth Exemption can only apply where the child (under 1yr of age on the childcare start date) was not availing of the service (due to maternity leave, not born yet etc) during the CCS snap-shot week but would otherwise have been eligible for CCS. This registration will require attachment of proof of parent and child PPSN and eligibility documents, to be considered.
DCYA will consider applications for infants aged 0-12 months throughout the CCS year. Reasons may include:
The following conditions will apply:
* In cases where the child who left the service was eligible under a reduced Band or service level, application for increased CCS funding can be made in respect of the 0 – 12 month infant eligible at the higher Band.
An updated PIP CCS ‘How to’ Guide will be available to service providers to assist them to administer any post CCS snap-shot week registrations.
the change in service provision must be entered on PIP, stating the relevant dates required.
The CCS funding for this child will continue to be paid unless the CCS Service Provider volunteers to release the funding so that the parent can transfer the child to another service or programme.
Please note: CCS Funding may be reviewed in cases where a significant number of CCS children leave/do not attend a service and are not replaced with eligible CCS children.
The facility to administer changes to CCS Child Registrations will be available on PIP to service providers from Monday 9th March 2015.
An updated PIP CCS ‘How to’ Guide will be available to service providers to assist them to administer any CCS Child Registrations.
The final CCS batch payment will be paid the week ending 20th March 2015, this will be the balancing payment against approved CCS Band Eligibility Approvals and 2015, and will pay groups in full up to 31st August 2015.
Subsequent catch-up payments (following changes from appeals etc) will be made as outlined in the payment schedule below. Please note that payments should reach services bank accounts one day after the payment date shown below.
