If you currently operate a pre-school service and are not part of the ECCE scheme or you plan to open a new service, you are now invited to apply to participate in the free pre-school year in Early Childhood Care and Education (ECCE) scheme, which was introduced by the Department of Children and Youth Affairs (DCYA) in January 2010.
Children will be eligible for a free preschool year in September 2014 if they were born between the 2nd of February 2010 and the 30th of June 2011. Services participating in the scheme will be paid a capitation fee for each eligible child enrolled in September 2014. In return, services will be required to provide a free pre-school year of appropriate programme based activities in early childhood care and education (ECCE).
Applicants participate in the ECCE scheme on the basis of providing eligible children with preschool education 3 hours per day, 5 days a week over 38 weeks per year between September and June.
While services must offer the pre-school provision free to parents in return for the applicable capitation fee, they may charge parents for optional extras. Services must inform parents that any such charges are optional and appropriate programme based activities must be provided to children not participating in an optional activity.
Pre-school year leaders will be required to have a qualification in early childhood care and education at minimum level 5 on the National Framework of Qualifications (if you notify to Tusla at least 28 days the begining of September 2014, it’s minimum level 6 thereafter) or an equivalent nationally recognised qualification in the early education field. Your service should also have an up to date Tax Clearance Certificate and be registered with the Child & Family Agency, Tusla. More on the ECCE Scheme.
